Vessel

In order to transfer a vehicle or vessel from one owner to another, the buyer and seller must sign the North Carolina bill of sale (and the attached odometer disclosure statement for vehicles). The new owner must take the bill of sale along with the appropriate forms to the DMV for vehicles or the local Wildlife Resource office for boats.

Registering

• For Vehicles – When the transaction is complete, the following forms must be brought to the Dept. of Motor Vehicles in order to register a vehicle (Find Nearest Office):
  • The title must be notarized from the seller and assigned to the new owner
  • Title Application
  • Odometer Disclosure Form
  • Damage Disclosure Statement
  • Declaration of Eligible Risk
  • Proof of insurance
  • Blank check for fee
  • If Applicable – Lien Release
  • *If the person who owns the vehicle would like someone else to register, apply for title, or perform the sale on their behalf, the Vehicle Power of Attorney (MVR-63) will be required

• For Boats – Go to a Wildlife Resources office (Use Finder) and bring the following:
  • Registration and Title Application
  • Blank check for fee
